The statistical population consisted of government financial staff involved in budgeting in Mashhad County. A total of 228 participants were selected using a non-probability convenience sampling method. The validity of the research instrument was evaluated through face validity, content validity, and confirmatory factor analysis, while its reliability was assessed using Cronbach’s alpha. The instruments included the Budgeting Behavior Questionnaire developed by Vakilifard et al. (2013), the Subjective Well-Being Scale by Zhang et al. (2015), and the Psychological Effects of COVID-19 Scale adapted from Nezami-Vatan et al. (2021). Data were analyzed using structural equation modeling with SmartPLS. The results indicate that subjective well-being influences budgeting attitudes, intentions, and behaviors through the mediating role of the unavoidable psychological conditions caused by COVID-19, with varying degrees of intensity. Furthermore, the psychological conditions associated with COVID-19 serve as a full mediator in the relationship between subjective well-being and budgeting attitude, intention, and behavior; however, no significant mediating effect was observed in the relationship between life satisfaction and these budgeting-related variables. <span lang="FA" style="font-size: 12.0pt; font-family: 'B Homa'; mso-ascii-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; mso-ansi-language: RO; mso-fareast-language: AR-SA; mso-bidi-language: FA;">هدف پژوهش حاضر بررسی تأثیر رفاه ذهنی کارکنان دولت بر بودجه‌ریزی در مواقع بحران است. جامعه آماری پژوهش، کارکنان بخش مالی دولت در شهرستان مشهد در حوزه بودجه‌ریزی بوده‌اند. نمونه‌های آماری به تعداد 228 نفر به روش غیراحتمالی- در دسترس، گزینش شدند. روایی ابزار تحقیق به شیوه روایی صوری، محتوایی و تحلیل عاملی تأییدی و پایایی آن، از طریق آلفای کرونباخ مورد محاسبه قرارگرفت. ابزار تحقیق، پرسش‌نامه‌ی‌ رفتار بودجه‌ریزی وکیلی‌فرد و همکاران (1392)، رفاه ذهنی ژانگ و همکاران (2015) و آثار روان‌شناختی ویروس کووید- 19؛ برگرفته از مطالعه‌ی نظامی‌وطن و همکاران (1400) بوده ‌است. به منظور تجزیه و تحلیل داده‌ها با مدل‌یابی معادلات ساختاری از نرم‌افزار <span dir="LTR" lang="RO" style="font-size: 12.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'B Homa'; mso-ansi-language: RO; mso-fareast-language: AR-SA; mso-bidi-language: FA;">Smart PLS<span lang="FA" style="font-size: 12.0pt; font-family: 'B Homa'; mso-ascii-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; mso-ansi-language: RO; mso-fareast-language: AR-SA; mso-bidi-language: FA;"> استفاده‌شد.<span dir="LTR" lang="FA" style="font-size: 12.0pt; font-family: 'Times New Roman',serif; mso-fareast-font-family: 'Times New Roman'; mso-bidi-font-family: 'B Homa'; mso-ansi-language: RO; mso-fareast-language: AR-SA; mso-bidi-language: FA;"> <span lang="FA" style="font-size: 12.0pt; font-family: 'B Homa'; mso-ascii-font-family: 'Times New Roman'; mso-fareast-font-family: 'Times New Roman'; mso-hansi-font-family: 'Times New Roman'; mso-ansi-language: RO; mso-fareast-language: AR-SA; mso-bidi-language: FA;">نتایج تحلیل اطلاعات، اثر رفاه ذهنی بر نگرش، قصد و رفتار بودجه‌ریزی را با میانجی‌گری شرایط اجتناب‌ناپذیر روانی کووید-19 با شدت‌های متفاوت حکایت کرده است؛ همچنین، نقش شرایط اجتناب‌ناپذیر روانی کووید-19 در اثر رفاه ذهنی بر نگرش، قصد و رفتار بودجه‌ریزی، میانجی‌گر کامل نتیجه شده اما در اثر رفاه زندگی بر نگرش، قصد و رفتار بودجه‌ریزی، بدون تأثیر نتیجه شده است.
