This research is based on the prioritization of the factors that bring this system to the action stage in the special industrial sector based on operational budgeting. The present research has a qualitative nature and is scientific-descriptive in terms of its applied purpose. The sampling method in this research was purposive sampling and was collected and coded through interviews whit the help of MAXQDA software and then prioritized using AHP method. The statistical population of the research consists of experts in the field of budgeting and financial managers of the company and professors, all of the high-level managers and consultants of Bonyan Diesel Company have been used in order to identify and prioritize, and also considering that the data. The requirements for conducting the research have been collected from all the articles on operational budgeting, so all the articles related to the above topic have been determined and introduced as the statistical population. The criteria in order of priority are: individual and human factor, behavioral, ability, discretion, acceptance, environmental, organizational and managerial and structural.</span>  اجرای بودجه‌ریزی عملیاتی کم و بیش در بخش دولتی و شرکت‌های بزرگ در حال انجام می‌باشد. حال این پژوهش در تلاش است با اولویت‌بندی عوامل موثر بر بودجه‌ریزی عملیاتی بتواند این نظام را در بخش خصوصی و صنعتی نیز به مرحله عمل برساند. پژوهش حاضر رویکردی کیفی دارد و از نظر هدف کاربردی از نوع علمی- توصیفی می‌باشد. روش نمونه‌گیری در این پژوهش از نوع نمونه‌گیری هدفمند بوده و داده‌ها از طریق مصاحبه و با کمک نرم‌افزارMAXQDA جمع‌آوری و کدگذاری شد و سپس با استفاده از روش AHP اولویت‌بندی گردیده است. جامعه آماری پژوهش را متخصصان حوزه بودجه‌ریزی و مدیران مالی شرکت و اساتید تشکیل می‌دهد که به صورت تمام شمار از تمامی مدیران و مشاوران سطح بالایی شرکت بنیان دیزل در جهت شناسایی و اولویت‌بندی استفاده شده است و همچنین با توجه به این که داده‌های مورد نیاز برای انجام پژوهش از کلیه مقالات با موضوع بودجه‌ریزی عملیاتی جمع‌آوری شده است؛ لذا تمامی مقالات مرتبط با موضوع فوق به عنوان جامعه آماری تعیین و معرفی گردیده است. معیارها به ترتیب اولویت عبارتند از: عامل فردی و انسانی، رفتاری، توانایی، اختیار، پذیرش، محیطی، سازمانی و مدیریتی و ساختاری. https://www.psabjournal.ir/article_192863_37bfd28022aaaec0fe09743a528206f9.pdf
